Jharsuguda Becomes First District in Odisha to Launch Large-Scale Menstrual Hygiene Infrastructure ‘Abhaya’ Across Public Offices

Jharsuguda: In a pioneering move to prioritize women’s health in the workplace and public spaces, the District Administration of Jharsuguda has officially launched ‘Abhaya’. Spearheaded by District Collector and District Magistrate Shri Kunal Motiram Chavan, IAS, Jharsuguda has become the first district in Odisha to implement such a widespread, coordinated rollout of automated sanitary napkin dispensers alongside safe disposal incinerators across government establishments, and public offices.
Menstrual hygiene remains one of the most critical public health indicators in India. A significant proportion of women in their reproductive years still face barriers to accessing safe sanitary products due to economic constraints, persistent social stigma, and lack of emergency access outside the home. The ‘Abhaya initiative, bridges this gap by creating supportive, dignified, and clean civic spaces for young girls, working women, and visiting citizens alike.
In an inspiring and progressive gesture, District Collector Shri Kunal Motiram Chavan, IAS proposed and insisted that the initiative should not be inaugurated by him, and rather asked any young girl student to roll out the Abhaya initiative as a symbolic gesture that it’s been inaugerated by all young girls and working women.
In the presence of District Collector, two young girl students from Beheramal Ashram School, Jharsuguda named Yoshada Kujur and Hanshika Pradhan inaugurated the automated sanitary napkin dispenser and incinerator unit. This symbolic act carried a resonant message of breaking menstrual taboos & reinforcing that the true stakeholders of such transformative public welfare are the daughters of this district.
Inaugurated by Yoshada and Hanshika, District Collector Shri Kunal Motiram Chavan, IAS, highlighted the administrative commitment to women-centric welfare – he said, “Access to safe menstrual hygiene should never be an afterthought, an inconvenience, or a barrier to a woman’s professional and academic aspirations. Through ‘Abhaya (Fearless workdays, Dignity in every space’)”, our vision is simple yet transformative: dignity, health, and comfort in every public corner. When a young student visits our public library or an employee reports to duty, emergency period care must be accessible without stigma, delay, or embarrassment. By pairing affordable vending dispensers with incinerators, we are not only safeguarding personal health, but also ensuring safe, dignified working conditions for our sanitation workers.”
Real Impact:
The early implementation at key community locations—including the Zilla Pathagar (District Library), Sanskruti Bhavan—is already showing tangible grassroots benefits. Female students who commute long distances to prepare for competitive examinations have welcomed the intervention.
For Students & Teenagers:
Female students commuting 7 to 10 kilometers daily to study for 8 to 10 hours at academic hubs like Zilla Pathagar previously faced acute panic, awkwardness, and lost preparation time during unexpected menstrual cycles. Chiki Majhi, a civil services aspirant studying at the District Library, shared, “Many of us travel 7 to 10 kilometers every single day to sit and study here for 8 to 10 hours at a stretch. Due to stress or hormonal imbalance, when sudden periods happen, the panic used to be terrible; she said – you would be caught completely unprepared, worrying about where to find a pad, feeling awkward, and facing the embarrassment and burnout of having to leave your studies midway. Now, with the machine and incinerator right inside the washroom, that constant anxiety is gone. We don’t have to worry about emergency access or safe, hygienic disposal anymore we can just sit, focus, and prepare for our exams with peace of mind.”
Barrier-Free Accessibility:
To ensure seamless, dignified access without administrative friction, the district administration procured standardized V-Care Hygiene dispensing units via the Government e-Marketplace (GeM). The manual token-and-coin mechanism provides immediate emergency supply at an affordable rate of just 10 for two quality sanitary pads, making period care universally accessible to visiting citizens and daily wage earners alike.
End-to-End Eco-Friendly Sanitation:
By pairing every dispenser with an adjacent high-efficiency incinerator, the initiative closes the loop on menstrual waste management. The integrated setup directly resolves chronic washroom pipe clogs, unhygienic dustbin overflows, foul odors, and secondary infections, while safeguarding the dignity and occupational health of sanitation workers by eliminating the hazardous manual handling of used menstrual products.
Following the initial deployment across administrative offices, the district administration will scale the initiative to public libraries and working women’s hostels across Jharsuguda.
By integrating emergency menstrual care into everyday infrastructure, Jharsuguda sets a progressive benchmark for the rest of Odisha ensuring that every girl and woman can work, learn, and navigate public life with confidence and dignity.
