Dulduli 2025 to Undergo Major Administrative Overhaul; Officials to Lead Key Committees Under New Framework

Jharsuguda: The organizational structure of Jharsuguda’s popular district-level cultural festival, Dulduli, has undergone a major overhaul this year. The festival, which is celebrated annually on the district’s foundation day for more than two decades, is known for showcasing local art, culture, and traditions. However, in recent years, questions had been raised about its management and coordination. In view of these concerns, the district administration has decided to restructure the operational framework to ensure greater efficiency, transparency, and accountability.
According to the new guideline issued on October 31, 2025, government officers will now play the leading role in all festival committees. Members from civil society will be included only on the recommendation of respective nodal officers. The Finance Committee will comprise only government officers, while civil society representatives will be selected based on their prior contributions, commitment, and active participation in previous editions of the festival.
Officials stated that the decision followed detailed discussions during the preparatory meeting held under the chairmanship of the District Collector on October 25. The restructuring move was prompted by complaints that several committee members in earlier years had shown limited interest in attending meetings or fulfilling their assigned responsibilities. The administration believes that smaller, more focused committees led by dedicated officials will help improve coordination and execution.
For Dulduli 2025, the Additional District Magistrate (General) will serve as the nodal officer for the Finance Committee, while the ADM (Revenue), CDO-cum-EO District Council, DEO, PA ITDA, and other senior officers will head various committees, including cultural, procession, accommodation, food, and stage management. The administration hopes that the revised structure will promote better collaboration between departments and community members, ensuring that this year’s Dulduli Festival is conducted in a more organised and participatory manner.
